If you call it a war then the President since he is commander-in-chief.

If you think that is is political in nature then Congress.

If you think about ultimate or final then it should be the people because in a democracy the people have the ULTIMATE right to say how they are governed.

Neither; the military. They are the ones who actually handle the war. No war should be a political thing: it's not up for debate. Solutions and policy are the domain of politics, but war is the domain of the military alone.

As far as setting policy, congress and the president must work together. If they didn't the possibility of a conflict of interest could create problems.

I say let the Military have the Ultimate role and the President and congress support our troops on every front till they finish the mission

The President is the Commander-in-Chief, that in itself says it all. Congress can approve or disapprove a war before starts or shortly after. Once a war is on its way the only thing Congress can do is deny funds to continue

What 'War on Terror'? This phrase is just political rhetoric. It's not like we were 'At Peace with Terror' before 9/11. America has never harbored terrorists. Has the whole nation gone insane?!

Who do you think went after terrorists before 9/11? Shouldn't it be the same agencies that have always been fighting terrorism? The C.I.A. and N.S.A. in cooperation with the military....

Both, in their own way. If the President can be so involved with the creation of this new Iraq, while his own country has it's own problems, then Congress (who authorized military force & pays for it) should have it's say, too.

The military and the intellegence agencies fight terrorists, which are part of the executive branch, so I'm going to say the President.

The Military thats what they are trained to do .Since the 50's the politicians have interfered in every conflict and screwed up each one.

the president..its called commander in cheif for a reason. the consitution as worked fine for over two hundred years. im well aware of the liberals fondness for do overs but in this case if it aint broke dont fix it.
