The GAO is a non partisan organization which reports directly to Congress. Its staff is hired through the civil service system. http://www.gao.gov/careers/index.html

Over the years GAO reports have been criticized by whichever party was not in power at the time of the report - because the GAO's job is to make sure that government money isn't being wasted, no matter which party is in control of the Executive or Legislative branch of the government.
