A manual reel mower would be great, if you keep up with the mowing. They don't work so well if the grass gets tall and heavy. There are electric mowers that might work well also.

A goat could probably do a nice job on a 9 x 18 lawn, and they're pretty quiet.

They have the ones that you push that have no motor. They are surely noiseless and most times give you a good workout.

Electric ones are pretty quiet, but not noiseless. The manual push-ones are quiet too, but I'd rather use an electric than the push ones. Folks will tell you they're easy, but they're not.

We bought this reel mower: http://www.lowes.com/lowes/lkn?action=productDetail&productId=227683-53393-26053&lpage=none for $129 from Lowe's.
We use it when we don't want to use our noisy gas mower or when we just want to mow a small part of the lawn. It cuts grass up to 3" tall.

Electric mowers are very quite. I love them. Depending on how much you want to spend, a cordless, will cost generally around $400.00 but it's worth it. Neuton at www.myneuton out of California sells one that is lightweight, quite and edges also. Good Luck.

In Florida we call it sod webworm...the silent grass eater! Results are usually not very pretty however. Seriously though the new electrics are very quiet and they don't even have cords anymore!

sheep would do well since they eat from their eyes down. goats will eat everything EXCEPT the lawn. But you would need 2 coz they are herd animals and get lonely. bonus fertilizer too

A manual push (reel) mower should work well for what you want.
This link will show you a few examples...
