Not a triangle.

The sum of two sides should be larger than the third, but 13+18 = 31.

It seems to me that the sum of the lengths of the two shorter sides of a triangle must exceed the length of the longer side-called 'triangle inequality'.

Your triangle falls in upon itself...

Zero.
