One would need to know your circumstances. Out-of-state colleges cost a lot more than in-state colleges. If money is any concern to you, you would lean toward an in-state school. If you can afford out-of-state tuition and/or it's extremely important to you to attend a particular out-of-state college, go for that.

That depends on your situation. Is your major only offered at an out-of-state school? Is the out-of state school program better than an in-state program? Is money an issue? I would consider all these things when making a personal decision on where to go.
