You have asked for an explanation of a number of terms from the Constitution. The best way to find out the meaning is to go yo Google and enter the phrase in the search box. Place quotes around the phrase so that you have a much better chance of getting the phrase instead of answers separated such some about generals and others about welfare.

It doesn't mean 'welfare' in the sense of supporting poor people. It means well-being.

The preamble of the Constitution explains, very well and in a few words, exactly what is the purpose of the Constitution and the federal government. One reason the govt. exists is to promote the general welfare, to improve and protect the general well-being of citizens.

This means a lot of things, like protecting us from crime, making good education available, making sure food is safe to eat, protecting our water and air, protecting us from recessions and depressions, regulating commerce, and a million other things. These things are all the job of government, there isn't any other way to do them.

What would be for the benefit for the majority.

What it doesn't mean is everybody gets whats they want or like or we'd all have dessert for dinner and we'd all be millionaires.

Encourage what would help and be in the best interest for the majority of the people. The majority might vote for chocolate sundaes for dinner. But it might not be in their best interest since it's a momentary thing. You also have to look at long term effects. Promote means to encourage. Welfare....what's in their best interest.

The rest is, "to ourselves and our posterity." Which means not just for us but for those after us. Children etc. Not just for this generation and how you might personally benefit....but to think of the next generation and the next. I am so totally amazed by the wisdom of our founding fathers.....they were truely wise people.

That one of the reasons the Founders were writing the Constitution was to improve the lives of the citizens of the US. In this instance "Welfare" means well being.

Touche would be an excellent response. In fencing there is thrust and parry and the point is scored with a legal touch. That doesn't mean you won the match but recognition that your excellent response resulted in a point. Touched love would be love returned or an excellent response to being loved.
