You could argue the case for either of them being the most evil. Brady, as he was undoubtably the brainchild of the moors murders. But Hindley could be considered the most evil herself. As women generally do not kill children. And when they do they're usually their own.
But in my opinion they were as bad as each other. Its just a pity we couldn't hang them
