Im thinking about painting them Green or Blue do I have to do something special or do I just paint over the original paint?

The other answers were right for painting, but this is the renting and real estate section.

If you are renting the place you need to get the written permission of the landlord. They may make you sign something saying you will put the apartment back into the previous condition (i.e. beige/tan walls) before you leave.

If you own the place, paint away. Just be aware that the pre-work to painting will take a considerable amount of time. Remove all outlet covers and switch covers. Use the blue painters tape to protect the baseboards and the window frames and buy an edger to do the top of the wall next to the ceiling.

Also remember that the one square inch on the swatch might look nice, but a whole room of it could be ugly. Even though it may cost a little more in the long run, buy a quart and paint a few square feet and see if you like the color!!!

I've got beige walls in a room that I'm currently painting green on the bottom half and yellow on the upper half. I've had no problem painting fight over the existing paint. I'm using the middle-priced paint that I got a Home Depot - not the most expensive, but not the cheapest either.

Nope just paint away, get a quality paint though

being its a light color.. shouldnt have to do anything but paint.. do a coat then let it dry.. go 4-6 hours and do another coat.. repeat with a third and you should be good!
maybe try sponge texturing the last coat with a shade lighter or darker..
