Yes they would unless he gave them a damned good reason. The United States Military is over stretched at this point the Troops in Iraq are tired and need a rest, Even if we started to conscription tomorrow it would be a year at least before we could get boots on the ground . If he just wanted to bomb Iran the Iranian troops would cross the boarder into Iraq and put our troops between two foes not a pretty picture for the 130,000 troops in Iraq.

Maybe, maybe not. It would depend on what provoked the response in the first place.
Would Congress try to stop Hillary or Obama if they felt it was necessary to bomb Iran?
The President can send in the marines or nuke Iran or anywhere else without declaring a full blown war.

Congress will do what is correct and protect US interests both at home and abroad. When any president decides it is time to go to war he must consult Congress.. You might check and see who all signed off on going to war with Japan and Germany in WWII, very insightful not to mention Iraq and Afghanistan.
