is there any government body in the US that can do the same?

Nope. The Motion Picture Association of America (http://www.filmratings.com/) provides ratings for motion pictures and most theaters use those ratings to determine if a person may be admitted based on age. The ratings do not have the force of law.

No. We have a government rating system that recommends age groups for movies. Corporate theaters here generally follow them but are not bound by law.

I don't know but the BBFC very very rarely bans anything unfortunately. They aren't doing much to stop our films being polluted with sex and violence. They BBFC are absolutely useless.
