Id have to say the defensive coordinator because players can only do so much by themselves. A good defensive coordinator knows the players and their strengths and weaknesses and calls plays according to that.
You say dont use both, but the players must execute the play right in order for the defensive coordinator to look good. Its more important that a good play is called, and the players make the play.

Defensive Coordinator makes the plays. it is the heart of the defense. behind the coordinator, its the defensive line.

Using military principles of the defence
The general characteristics of defensive operations are:
to understand the enemy (ergo understand your opponent)
see the battlefield (see how he is going to play his offence against you)
use the defenders’ advantages (use your team defensive assets to the greatest advantage)
concentrate at critical times and places(concentration of force where and when he is likely to try to pierce your line and backfield)
conduct counterreconnaissance and counterattacks(be prepared to intercept the ball and score for eg)
coordinate critical defense assets(coordinate your "team" efforts, using economy of effort as needed, ie why sic two 300 lb linemen on someone, when one will acomplish the task, leaving the other free to wreck havoc elsewhere!)
balance base security with political and legal constraints(play within the norms corporate, written/unwritten and otherwise))
and know the law of war and rules of engagement (know the rules of the game and what you can get away with!)
All is fair in love and war! Or in this case football!

The defense making the plays. If the people can't block or run fast enough, then the defensive coordinator is worthless.

Pressure on the quarterback which will force bad throws and tunrovers. Also having a good secondary helps a lot along with good run defense.

In pro, it's really neither. It's the general manager, because he has to hire a DC and understand his system and then draft and trade for players that will fit that guys system.
