i doubt it. after watching Blood Diamond (like you) i wondered that too. i know there are mines around the world, and some even in Northern Canada. But alot probably come from the wrong method. My uncle tried to get me a job in one of the mining camps, $1200 a week, or something, but it is too dang cold in the NWT

The vast majority of diamonds sold on the planet come from one mining consortium: DeBeers.

As such, it is arguable whether any diamond may be "conflict free".

As long as the retailer is legit, as I believe People's is, then you needn't be concerned about "conflicts", because you have little choice in the matter, per the above.

Check the Canadian Better Business Bureau or similar office about your local retailer.

The only diamonds on earth that can be guaranteed to be conflict/ terrorist free are Canadian diamonds. They are among the highest quality and are not bought/sold for the manufacture of arms or the hiring of armed forces. De Beers hires snipers to shoot anyone who comes unauthorized into their diamond fields. So do all the other major diamond companies outside of Canada.
