The current U.S. Secretary of Defense is Robert Gates. He served as Director of the Central Intelligence Agency under the George H. W. Bush Administration and was a principle opponent of conquering Iraq in the 1991 Gulf War based on these certain points.
1. The UN Resolutions authorized the use of force to liberate Kuwait not to conquer Iraq and hence America would have no legal authority to do so and would subsequently squander its international legitimacy and credibility.
2. All other members of the coalition would oppose it and not offer any substantive support except Great Britain, and therefor America and perhaps Britain would incur 100% of the cost of war (America only incurred less than 40% of the war costs under the negociations of Bush the first).
3. With the establishment of sanctions and UN mandated no fly zones any threat of Saddam Hussein could be contained without launching a major assualt on Iraq. The America led campaign had already diminished Iraqi military capability so significantly that it would take them at least ten years to rebuild.
4. In a country so ethnically and religiously diverse America would be caught in the middle of a huge civil war.
Too bad that the first Bush didn't phone the second back in March of 2003.

Its Gates as others have said. And American politics are a bit more fluid than British politics. British politics though harsher in a way there is a certain loyalty and cohesivness in the end.
