I do not know of any law requiring US citizens to carry ID, however you can be " transported to the police station and detained " for failing to produce ID.

I did not use the word "arrested".

Not that I am aware of. If you are driving you are required to keep your DL on your person. Just have your mom write your name on the waste band of your underwear. That should do it.
