What you can do is burn additional stuff on the disk if there is space. You can burn as many times as you like until the disk is full. To do this you must set the disk as rewritable or reburnable the first time you put stuff on it. Read all the options as you go through the burning process, In Nero it's towards the end and it just asks something like "Make Disk Rewritable Y/N. You CAN"T remove anything that's already on the disk, you can only add to it.

You want to rewrite or not?
There are different kinds of CD's: CD-R, which you only write once, and CD-RW which you can rewrite. When burning either kind, your software may ask you if you want to "finalize" the CD. If you say yes, it cannot be written on again.
By the way, I have seen reliability problems with rewiteable CD's.

Afraid not my friend. If you closed/finalised the CD (as is default the majority of the time) then definitely not.

I don't know of any disc or software that can do this. Given the low cost of CDR's why would you want to do this anyway?
