all the parking metres in my area (fulham, london) wont give any change, i just wondered if the council wanted to could they flick a switch inside the machine to give out change, i just wondered if this was just another way the council scam extra money from us all, or if the metre just isnt designed to give change, im sure the could if they wanted.

Meters do not give change because they put the responsibility on the driver to have the right money or they will penalise them by the absence of any change. If they were truly to allow traffic flow, they would be more user-friendly. Sadly, their purpose now is as a source of revenue. To keep the cost of them down and allow more room for coins, they are simply a mechanism with no power supply that is geared to receiving money.

The whole essence of parking charges, fines, clamping, and impounding vehicles, is specifically to do with raising revenue for local authorities. It has nothing whatsoever to do with avoiding, reducing, clearing, or eliminating vehicle congestion on the roads.

Why on earth would you expect any public or commercial authority to pass up such a golden opportunity to squeeze a few more coins out of you?

They are effectively no longer responsible to anyone, but instead are now virtually a law unto themselves.

They do not in truth have to justify their actions to anyone, so they will obviously sieze any opportunity to rake in more money which they can then waste on grandiose 'Traffic Calming' schemes that in most cases serve no useful purpose whatever, other than to provide employment for the person who devises traffic calming schemes, and business opportunities for the companies who make and install the equipment used in these mad schemes!!!

They're not equipped or designed to do that. It takes a much more complex (and therefore expensive and vulnerable) machine to store, count and give change.

Here in the USA the meters don't give change either. more money more time eh?
