When I try to access programmes such as Add/Remove, System Restore etc, the following appears---

You are apparently not an administrative user. Log into an adminstrator account.

you either have been a victim of a virus or you are a user on a network that has restrictions from allowing regular users to manipulate the operating system

It just means that you're not an administrator. Log into an administrator-account.

there is a free program called CCleaner at http://www.ccleaner.com

It has a built in add/remove program on it and also allows you to check your computer for issues that cause those errors and fixes them automatically.

There are Security policy in place n u cant use those ...contact administrator for help n assistance..
