There was this song I think it was late 90's I don't remember any of the lyrics, but the video was cool the guy was hat on I think a top hat or look kind of like one he was singing and dancing and the floor was moving.

Jamariquoi might be who you're thinking of. I think most of his videos he's on a moving strip. Hope this helps!

hmmmm the artist that comes to mind is called "jamiriqui" girl i totally forgot how he spelled his name..but its said: JAM-ER-EH-KUH-WHY..yea he was wearing a huge black hat and the floor was moving and in the video it was just him right?
