For international broadcasts, the shortwave band is best (shortwave radio bounces off of the atmosphere, skipping like a stone on a pond, so it can travel greater distances than domestic AM or FM broadcasts. Note that in recent years many International news and entertainment broadcasters have **** down, but the BBC, CBC and other great ones remain. You don't need a radio to hear many of thse broadcasts -- they are streamed live on the Internet in many cases.

For police, fire, you do need a scanning radio. But more local governments are scrambling these communications.

Almost all you want and you can crank it, it don't need batteries. And it's pretty cheap.

It looks so cool I might buy one.

You'd need to buy a programmable "emergency" scanner for police/fire/ambulance. Those can be a bit more pricy. They are also at Radio Shack.
