It means nothing to most of us because it is an awkward phrase used by a poor writer, but the idea he was expressing was profound within its industrial context. The idea is that you improve the quality of your products by improving the manufacturing process rather than continuing to make them the same way as always and pulling out defective products after they have been made using a thorough inspection at the end of the process.
I'd rephrase it thus: "Don't rely on inspection alone to ensure the quality of your products." It's more important to be clear than to be concise.
I cannot remember where I learned this or when, so take it with a large grain of salt.

As near as I can figure it, it means to me that it is bad advice. I depend on inspecting my glider every time before I fly it. To cease pre-flighting my glider would be dumb and potentially fatal.
It could also mean we depend on inspecting little old ladies getting on an airplane because of the rampant paranoia and misguided "patriotism" since 9/11. We could cease depending on that and just lock the cockpit door and arm the pilots, like they should have been in the first place and none of this would ever have happened.
Other than that, the phrase doesn't make much sense to me.
