It's great that she wants to but she must be accompanied by a legal adult to all auditions and work assignments. If you are not a legal adult it must be her parent or legal guardian.
There are modeling agencies in most medium to large sized towns across the country. Look in your phone book for your local agency and send them some pictures of your sister wearing several different outfits as well as indoor and outdoor pictures too. Dress her in play clothes and normal clothes besides her dress up dresses - most ad agencies look for the most normal kids they can find for their ads as they have to appeal to a broad spectrum of parents for their products.
I heard a rumor that local Mervyn's stores look for occasional models, but I have not confirmed that yet. You would be better to look into your local cable company looking for actors for their local access channels. Some local agencies hire local actors for tv commercials for local car dealerships and such, so it's a good idea to try your local modeling agency first.
Good luck. If your family is serious, go ahead and pay the money for the pictures to send to auditions and the modeling/acting classes for your sis. If she does get work, the money will pay back the initial investment. You do not have to pay money for jobs, just the classes and the pictures.
