I think so. People are always finding uses for what others didn't want.
Even those awful peaches would have fed a pig. : )
I get rid of things and people take them. I may not want or need it, but somebody else will.
I can even find uses for what others think is no good.

It depends on the quality of trash that is being tossed out whether it would be a treasure or not. I do not consider a swarm of flies a treasure unless you were a frog in the pond .
Trash is trash no matter how you look at it. It is the preception of the beholder that makes it a treasure .

Yes, once you make the differentiation between trash & garbage. Garbage is usually organic in nature while garbage are the other things such as a broken lamp, used items etc.
There is always someone who finds a use for these items and finds them of value.

yes. if you think about it, it can be.
think of all the starving kids in other countries who eat rotten food from the trash bin.
....and we just throw it out without thinking how lucky we are.
