How do we know it was a reference to war casualties? It may have been due to a review of his latest approval ratings. If he really cared he would bring the troops home.
I think Bush is either a total lying hypocrite or a truly misguided idiot. My sympathy for him is not enhanced by this statement.

god is in all. all things are created by god. because a peace of everybody is in god. therefore, anything on this earth that any one of us has created, was created by god. bush crying on gods shoulder would mean that he is crying on the shoulders of the whole world. crying would refer to a pouring out of the things that are in his heart. and on our shoulders, would mean that he is laying his burdens on us. he would be asking for us to hear what he is saying and to give a helping hand in the issues that he is laying before us. obviously, if he is crying out, then people are not hearing and helping, otherwise there would be no need to cry, we would simply be moving on to greater things. i can not do it alone, i need people who are skilled in many different trades. i do not know all things, help please.

Yes, and it shows him in the right light. He is a much maligned hero. Think of the countless thousand of American lives he has saved by keeping the USA free of terrorist attack on home soil since 9/11. He is a great President who has compassion.
