Try an SOS pad. Try not to let cast iron soak in a sink full of water. Generally you clean, then dry immediately. After scrubbing off the rust you may need to re-season the pan as the heavy scrubbing may take the seasoning off.

first of all submerge it in water and use SOS pad to remove all the rust. rinse and dry completely. Next use some cooking oil and newspaper to season the pan (put cooking oil in and with newspsper rub well into the skillet) in the future DO NOT LET AIR DRY! you clean the pan and either wipe it completely dry or put on stove and dry from turned on eye

3-m green scrubber or steel wool. Do not soak skillet. Use as little soap as possible. Rinse, repeat if necessary, dry on stove, medium heat or in 300 oven. Oil, store when cool.

Use one of those stainless steel scourers to clean it. Then heat the pan until dry, allow it to cool and oil it with a few drops of vegetable oil.
