In the men's bathroom, that's got everyone so upset? Did he expose himself? Did he proposition someone? I've heard jokes about him "tapping his foot", what does that mean?

He used (they say) foot and hand signals to solicit an undercover police officer for gay sex. The police officer was in the restroom because of numerous complaints by straight people about what was happening in that restroom. The Senator pleaded guilty to, and was fined for Disturbing the Peace.

Evidently, there is a pervasive subculture in this particular airport.
The good senator exhibited some curious behavior in a stall next to a vice-cop who arrested him on lewd and solicit es behavior.
I am on the fence on this one!
