every year, when it's quiet, like in winter, the best weathermen get together and pick names, put them in alphabetical order and that list is how each storm is named as it happens.... if they run out of names in years when there's lots of storms, they go to other means... numbers or Alpha, Beta, etc.... not sure on that part... need to look that up....
