Open an 'item not received' dispute with paypal(it can be done through ebay but they refer you to paypal) the item may have been under paypal protection which means paypal may refund them.
The seller is in the wrong here, and I would open a dispute straight away, this will prompt them to act on it.

If they paid through paypal, they can file a dispute. If not, contact ebay customer service (live help) and tell them the problem. Most of the time, they will not get involved but by doing this, they are gaining documentation to fight the dispute. They will have to contact the seller directly,as that is what Ebay will tell you, then get dirty. Once you have contact info- you will get what you want.
Hopefully, she paid through paypal or bidpay. If not, there are limited options.

Hopefully they used PayPal. If you get ripped off on Ebay and file a dispute, you can get a refund through PayPal. Word to the wise, anytime you make a purchase over 10 dollars on Ebay, the safest way to pay is PayPal. I've been ripped off on there twice by paying with a Money Order. USE PAYPAL!

If it was paid via PAYPAL report it though the dispute resolution area. If it was pay in another way, check or money order, report it to EBAY. Unless the buyer and seller agreed to the transaction being under the protection plan, then you probably won't get money back. I think that the limit, in US dollars is $275 total if fraud is shown.

You have 60 days to file a dispute with both ebay and paypal.

Call the seller and see if they answer the phone, if no response in 30 days then report.

If the seller doesn`t respond to messages start a "dispute" .....look for the link on your paypal page. If you paid by paypal you are covered up to 500 pounds.

If you pay by cheque then you are in deep trouble but
If you paid by PAYPAL then you are OK, and if you dont get the item then you will get full refund.
You can open a dispute with PAYPAL and then PAYPAL takes care of the rest.
