The topic sentence is often the first or second sentence of the paragraph. It is a grammatical term to describe what is usually, but not always, the first sentence in a paragraph.

The topic sentence acts as a kind of summary and tells the reader what the paragraph is about.

For example. Wolves are related to dogs in many ways. That might be a topic sentence for a paragraph that will discuss the similarities between wolves and dogs.

I believe the topic sentence should summarize the paragraph in the first sentence, yet still allow for eleboration in the remainder of the paragraph.
