not due to overwatering as i live in Tenerife and water as is needed

Have you fertilized them? Do you deadhead when they do bloom?
Without knowing what you have or have not done it's hard to guess.

Depends on the type rose. If modern roses, hybrid teas and such, they flower on a 40 day cycle...or there about. Also how did you remove the last roses? Did you cut them back to a 5 leaf cluster or just a three? Your new growth and flower come from buds at the 5 leaf cluster.

If your roses are "old garden roses" then they may be a once a year bloomer.

Are you getting buds but they won't open? Then look to insect problems.

Dead head spent flowers regularly and feed with a high potash fertiliser to encourage new blooms.

Dead heading as required and a high potash feed should get them to flower more.
