Pick up an aerosol can of Stoners Glass Cleaner at Walmart's auto department, Advance Auto, Car Quest or Auto Zone.
You will see immediately that it sprays on differently than do other glass sprays. It sprays on in a very fine mist and you don't need much on the interior glass to make it work properly. The secret to make it work is to wad-up old non-colored news papers and wipe all surfaces till the cleaner is completely dry. Do one half of your windshield at a time in the cool shade. Bright hot sunlight evaporates the cleaner too fast and you won't be at all satisfied with your final job.
Do the exterior with Stoners also. Your glass will seem to disappear as it does an absolute great job.
If your car has any vinyl or plastic in it always leave your windows cracked open a small amount. Plastic and vinyl interiors tend to out-gas leaving a pain in the a*s film on glass surfaces. If you let the hot air out of your interior the plastic will not discharge the gas. Its a good deal to wipe down the complete plastic surfaces with soap rinse and apply a very small amount of Armoral protectant on all plastic and vinyl surfaces. This step will help prevent the film from forming inside the glass.
Park your car in the shade when ever possible with the windows cracked 1/8 in.

There's a great glass product Called Stoner Invisible Glass. It can be found in any Wal Mart. It appears entirely different than other glass cleaners when sprayed on the inside or out. As others have said wadded up non-colored newspapers work the best. Do the cleaning in a shaded cool spot and spray very little on the glass. You'll notice that the spray is fine and very few bubbles. Stand back and admire your work which requires very little. When using the newspaper rub the glass until it's entirely dry.

ok here is something odd, ok go to a car supply store of like fuel or engine stuff and they should have special window cleaning supplys, then when you clean your windows use a newspaper instead of cloth or paper towles, honestly it might be what you are wipping it with that has caused the problem!

I use the squeegee at the gas station and then wipe the residue off w/ those crappy paper towels they provide, amazingly no streaks, maybe because those towels are similar to newspaper . . . .
