Mulch is used as a barrier against evaporation but peat moss is only used as a mix in potting media or around newly planted plants as a moisture retainer! mix a bit of peat into the top two to four inches of topsoil around your plants to allow easier penetration of water and better water holding capacity of your soil. You can use a handfull for each medium size plant1

Mulch is used in flower beds.

Peat Moss is used for rooting cuttings, as a growing medium for certain plants, and as a decorative element on potted plants. It is not suited as mulch in a large area.

Mulch is best. Be carefull with the peat moss. It is very acidic. Acid loveing plants are what peat moss is used for other than as decoration for container plants.
