Are you in the UK? if so try Hindle Ltd in Bradford, main Perkins agents for the north of england. They may have dusty old ones in the stores. Or you could try having them made up at:
Dunlop Hiflex,
Howley Park Road,
Morley,
Leeds.

Or alternatively at your local Arco branch.

Hopefully you have the old hoses I assume. May try browsing the Inet "perkins 4108 parts" "perkins marine engine parts" Things like that.
I found this;
http://www.onlineboatparts.com/engines.htm
But there are others.
One place you may try and this why you want the old hoses. NAPA AutoParts sometimes they can surprise you what they may have or can get. You can compare your old hoses to be sure it correct.

THE 4108 HAS DRY LINERS AS OPPOSED TO THE 4107,AND YOU WILL GET THE HOSES FROM EITHER PERKINS,OR ANY MARINE ENGINEERS.GARAGES MAY ALSO CARRY STOCKS,EXCEPT FOR THE HEAT EXCHANGERS,WHICH YOU MAKE YOURSELF,OR GO TO MARINE ENGINEERS.OR ANY MARINISERS.

175-185. Cooler is to cold and hotter is not good either. When was the last time the coolers were cleaned out? Raw water impellers changed?
