It's A SCAM!
DO NOT reply to that letter/e-mail!

Here's how free lotto works:

1.When you register to free lotto, they need yr Credit Card No. and E-mail address.
2.They ask you to pay an amount of handling fee (Eg:$10)
3.They flood yr e-mail with SPAM
4.They sell yr credit card info. and e-mail address to make $
5.You receive a check of yr handling fee
(Eg: You gave $10 as handling fee. So you will receive back $10 as prize or even lesser

You can't claim it if it's one of those emails you got. Those are scams and just want to steal your money. There is no prize.

You didn't win anything. That same email probably went to millions of people.

Its because you haven't actually won anything. It is a marketing ploy to get you to subscribe to the lottery service.
