Yes, When someone asks a question you are expected to answer it if you want. Not to ask a question on the person's question but they sometimes will respond back to you.

I can see where you might find it annoying; but sometimes, if the question is EFFECTIVE, it encourages one to examine their query again and possibly answer the question themselves.

What I really hate are when people use questions as a guise to push an agenda. It's alright to have a firm position on something, but don't pretend you want ALL viewpoints on a subject you've already determined you're unwilling to accept opposing opinions about.

I hate that almost as much as I hate when people write a paragraph about a missing comma, and never answer the question.

Well, when you answer a question by asking another one, you are saying you dont want to answer the first question ! No, I dont hate it! I do this sometimes :-)

Main Entry: answer
1. a solution of a problem
2. something spoken or written in reply to a question

It seems you do and want support to your doing so. A questioner should welcome all answers, including those which are in question form. If one gets annoyed by questions in answer to one's question, he/she will never find real answer to his/her question.
So, please don't get annoyed if I ask you 'why do you unnecessarily get annoyed or why do you hate it with no good result?'
