Because up until recently, women were greatly discriminated against in the USA, and elsewhere.
In the past 40~ years things have improved immensely, and we're getting closer to equality between the sexes.
Hilary Clinton is one of the forerunners for the Presidency. That's not happened before... who knows, they may vote in a female president next year :]

Because a qualified one hasn't run before. The closest we've had in the past was in 1984 when Mondale chose a woman VP, and they lost in a landslide to Reagan/Bush.
