I don't really like to walk in the rain, no matter what I'm wearing on my feet. It is pleasant to walk through puddles and such, and just my feet getting wet doesn't make me feel cold. Besides the bare skin dries up completely in minutes when getting back inside, *much* better than walking around in wet footwear...
However, I don't like stuffy raincoats, umbrella's that are a pain to carry in the wind, and in my climate it's usually too cold to do without those too and get wet from head to toe! So I much prefer dry weather.

Doesn't everyone? Feels nice on the feet. It is fun to walk thru the mud and to splash in the puddles with bare feet.
