You won't get a difinitive answer that will apply for all cases. I personaly do not like to recieve IM's from complete strangers, although I do not think it rude of the person IM'ing me. On the other hand I actively encourage strangers to IM me on certian forums or IM lists. When these strangers IM me, I know we have a common hobby.
