This isn't really a cut-and-dry answer because your other houses play a part. But the basic three are Aquarius, Sagittarius, and Gemini.
I'm a Libra as well and I've had some experience with all three signs. Aquiarians are great if you're drawn to intellectual and unconventional, but they're also pretty hard to get close to. Sags tend to be really enthusiastic and independent, but very blunt. I can't even tell you how many times a Sag boyfriend has unintentionally hurt my feelings without even realizing it. Gemini's are total fun and are able to come up with topics of conversation for hours, but (from what I've experienced) they're pretty clingy.
But when it comes down to it, the only way to decide who's best for you is based on your own discretion. No horoscope can tell you who you're meant to be with. : )
