Technically, the 231 mph speed is generally accepted as the highest speed ever accurately recorded.

The unofficial top speed was recorded by doppler radar during the Moore, Oklahoma F5 tornado, at 316 mph. However, doppler radar is only able to provide a general estimate of wind speeds, and is measured at approximately 100 feet above the ground.

It has been estimated that several US tornadoes have produced winds higher than 231 mph, but none have been recorded by ground instruments other than doppler radar.

The current accepted highest wind speed record for the U.S. and the world is 231 mph which was measured on April 10, 1934 at the Mount Washington Observatory in New Hampshire.

A higher wind speed of 236 mph was reported at Anderson Air Force Base on the Pacific Island of Guam but this observation was determined to be in error due to the instrument used and is not accepted.
