I would go with yellow ....if I only had yellow or orange to chose from.
If I had both yellow and orange I could...
a) use the yellow, then [especially if it was a dark orange] l would use the orange to only do some light shadowing, which would give the impression of his goldeness
or
b) use the yellow, then do a light total coverage with the orange. Then I would add some shading in, with a little more heavier use of the orange colouring.
From memory, our beloved Pooh is, yes, a loverly golden honey colour, but I definitely think yellow would be ok with hints of orange.
