Below is a link to the FBI's most wanted list. You will notice that Bin Laden IS on the list, and has been for several years (since 1998).
The quote you cite simply tells why 9/11 is not mentioned on the Bin Laden most wanted page. It does not say that Bin Laden was removed from the list.
Seriously, don't you even check on your sources before you post your "questions?"

I was in the Army several years ago and we had to go to classes and learn about different terrorists and Bin Laden was a hot topic. This was before 9/11. He is definitely on the FBI's most wanted list. We even had posters up of Bin Laden in Korea saying what he was wanted for.

They may not for three reasons: One, because the CIA has gathered up all that evidence (foreign evidence) and hasn't shared it.
Two, there IS no hard evidence. It's like with Capone, they could NEVER get evidence of his hand in murders. Everyone knew it, but without the evidence, where can you go with it?
Three, they have the evidence, but have not brought to a grand jury, because it is top secret, and so they do not legally "have" the evidence.
PS: He IS wanted by the FBI. The question was regarding why the 9/11 attacks are not on his "Most Wanted" poster. He ABSOLUTELY is wanted by the FBI.
