Let's say I only ask questions and never answer any, can I get into negative points? Can I regress past level 1, possibly even into negative levels!?

Yes, but you need special security clearances from the Yamsters as well as 3 personal references from non-family members and finally a 40 point checklist filled out and submitted in triplicate~

There is no negative Level, but I have seen people on Level 0 with a negative point balance.
