Probably not since they don't have an account to charge for any shortages or foreign coins.

it is bank policy that you have an account with them in order to exchange coins... this is the norm, for most banks. however, it is rare, but some will extend you the courtesy of exchanging your coins as a symbol of good faith that you will return and open an account. but like i said, it is rare...
