Since you've never been in business before, I would strongly recommend that you talk to a business counselor before you do anything especially spend money. You have to determine whether you'll start a web based business or one with a store front. I'd call the local office of SCORE (go to http://www.score.org and input your zip code to find the chapter nearest you), the advice is FREE.
The counselor at SCORE will most likely advise you to write a business plan which is very good advice because it will force you to dig out all of the start up details and the costs of starting a small business and force you to also understand all of the aspects of this business including the customers you'll concentrate on (your market ) and how you'll go after them.
You'll need to register the business with your state controller's office and make sure that you have any city and county licenses if any are needed where you live. All of this will come out in a business plan.

Some businesses require zero capital and others require millions.
So your approach depends on many different things. Zero capital means you are unemployed, living on the street eating out of garbage cans. I would assume this is not the case_
Whatever your business needs, it needs enough money. Too little and it won't be able to start.
So, write your business plan (buy a book on how to do this).
Look at the low cost ways to run the business (for example, working part-time while developing your business, or working full-time and doing your business part-time).
Raise capital. Talk to friends, the bank, venture capital companies, potential business partners (etc). See if you can raise the capital that way.
To be successful in business you require 2 things, a business mind and a strong heart. You must never give up, but persevere with your idea.
Many people start with a small idea, and build it part-time and go on to great success. Other people sink a lot of money into an idea and lose everything.

What you have to do if you can is start really small and any money that comes in you use this to build on and put it back into the business like if you are making things when you sell the first one you but enough to make two with the money then when you sell them two you buy enough to make two more and use the money from the other two to buy tools,business cards business rego etc.you can also look on the Internet for government run programs that give you incentives to get started like in Australia we have NEIS and bec,Business enterprise centre.They are really helpful with money incentives or advice so good luck and start with a positive attitude and you will be on your way.

To start, you need to get some company/business papers drawn up. For instance what type of business will it be, a LLC, a Corporation, etc. Then think of a name and you must register the name with the state you are in and then file a business license with the city or county you live. That is the start.

I agree with a few other people. If you have a great idea, discuss it with family and friends. See what they think and feel. Its your research group. Also do a business proposal, talk to the VA, SBA and and present it to a investment group. Good Luck
