Specifically, does Germany have any civilization prior to that which the Romans introduced? (Something beyond wooden huts and basic metallurgy).

No. Julius Caesar first and later Augustus, began the Romanization process, reorganizing tribal villages into centralized, not quite urban, towns.

I suppose so, since when the Romans invaded England the cities the Romans found in England were built mostly by ancient Anglos who emigrated from Germany, and after the north Scotland was occupied by the Saxons who are also Germanic

I can't answer for Germany, but Austria sure did. Hallstadt is older than Rome and was the center of what was called the Hallstadt Culture. Hallstadt was a major salt mining area and salt was precious because there were few other methods of preserving meats.

Salzburg, Austria may have been that old also.

NO. I'll be surprised if anyone can site evidence of a significant Germanic city prior to Ancient Roman times.
