in 1957 why would a birth cert be in circuit court?

If you were adopted at birth, that might be one reason - the adoption could have crossed county lines. thus requiring a circuit court to issue the certificate.

Another explanation might be that the child was born in an unincorporated area or one without a county registrar, so it would have gone to the nearest court for approval.
