NDS emulation!!?

Okay, so I need an emulator to play the Naruto: Ninja Council 3 ROM. Is there one avalible yet, or has anyone made their own working one?

The best NDS emulator I know of is No$GBA (it started as a GBA emulator). You can download it from:

http://www.emulator-zone.com/doc.php/nds/

I can't guarantee that ANY emulator will work well enough for you, or work with your specific game. But they are working on it.
