Heinrich Wirz, the commandant of Andersonville PoW camp during the Civil War. By most accounts he was not an inhuman person- he was even capable of great humanity- but he was charged with a thankless task (housing tens of thousands of prisoners for whom there was no food, provisions, or time and supplies to build housing) and due to the high death tolls from disease and the misery of the place he received an evil reputation and was hanged (even though many of his former inmates actually wrote depositions [disallowed by the court] asking for clemency).
I nominate him because like Hades, he was given a hellish place to oversee and was bound to become held responsible for the horrors, suffering and inhumanity of the place he was charged with even though he was not a sadist.
There was even an odd "love story" associated with him rather like Orpheus and Eurydice with Hades. The wife of a Union Captain (a man named Harry Hunt) was so devoted to her husband that she disguised herself as a man to be kept with him in the prison and actually gave birth in A'ville while disguised as a man; Wirz had mother and baby removed and housed in a comfortable small house near the prison and even allowed her husband to visit her there [under guard]).

Otherwise, I'd go with FDR during the Depression, or almost any jailer (for essentially Hades is a warden- he really drew short-straw among the gods, though frankly I probably wouldn't like being Poseidon much better- after a while you'd get so tired of fish and shrimp).

I'm shocked by the attitudes of some of the other posters that Hades is somehow Satan. Just for a run down: -- Hades isn't a bad guy, just the ruler of the Underworld where *all* people go after their die. -- He's smart, cunning, a little spooky -- handsome but lonely. -- His job isn't glamorous and his home isn't glitzy, but it's his. Persephone missed sunshine most since that is one thing Hades couldn't provide. Personally, I've always likened David Bowie as the Goblin King ("Labyrinth") to Hades. I would have stayed with him in a heartbeat!

I've always seemed to picture Hades as the overlooked middle child. Zeus, the elder took command. The younger brother Poseidon got given the seas. Hades.... got given what was left over afterwards. Throughout his legends he -always- seems to draw the short straw on things, position of power, domains of influence, even his married life had others having a say in it.
Therefore, I see him as a nearly impeached Clinton. Trying to keep his head above water as it makes it impossible for his job to get done, trying to keep everyone onside as the sharks close in.
