Topguntony is correct. They are reference points for out side and in car mounted cameras to measure how much movement each part makes in various kinds of impacts. The dummies are articulated (jointed) to closely resemble the way a human body moves, and some have built in computers that register the actual amount of strain on each part during the collisions to give an idea of survivability of the different kinds of accidents/cars.
I have seen these demonstrated in GMH Proving Grounds, in Lang Lang, Victoria, Australia.

When they do crash tests they take high-speed film of the dummies as they crash. By using those 'targets' they can determine how fast the dummies went and how quickly they stopped, and use this information to determine whether or not the accident was survivable.

If you ever watch Mythbusters, you'll see that whenever they make things move for the high-speed camera they have a ruler in the background. They know how much time is from one frame to another so they can use that ruler to determine the speed things go. It's the same principle.

i believe it is a revision of the Lima signal flag that is used for non vocal/radio communications between vessels on the ocean. Lima is the name for the L flag and this flag means 'warning' or internationally 'you should stop your vessel immediately'

i hope that helped
