I plan to drive to nis serbia during january of 2008, will the main roads be snow plowed (if it snows?)

If you're going to travel by the main highway there's nothing to worry about. This road is well taken care of and there haven't been any traffic jams on it due to heavy snowfall. Also, all the roads to Belgrade from different directions are in good shape.
The only snow plowed roads in Serbia are the ones near the mountains, and also in Eastern Serbia.

Yep, the roads around the city are good, but don't get off the main route, Serbia is not the richest country in Europe and rural roads can be very bad, especially in winter.

There are three factors to consider:

a) Belgrade-Nis is a highway, which is regularly cleaned like any highway in any civilized country.

b) The climate is getting warmer each year. We might not have more than two-three days of snow next winter.

c) You won't loose anything if you bring winter chains.
